Background
- The SCM Manager will be responsible for supporting the government to strengthen the Indonesian provinces especially Tanah Papua for procurement and supply chain management systems for HIV/AIDS-related commodities, with the ultimate objective of enabling rapid scale-up of high quality ARV treatment to people living with HIV & AIDS. A dynamic, entrepreneurial individual with a proven track record in supply chain management (SCM) is sought for this role.
- Provide technical and managerial leadership to establish a comprehensive system for SCM of HIV/AIDS-related commodities, including operational plan, policies & procedures, tools for data capture and analysis, distribution logistics, training of clinic/pharmacy staff
- Help build, train and manage a highly effective team with the Government for SCM, including projection of stock quantity and quality, determining lead times for ordering, appropriate warehousing, monitoring of expiration dates of drugs
- Foster relationships and communication between relevant governmental stakeholders (including the National AIDS Commission, Ministry of Finance, National Planning Bureau, and Ministry of Health) as well as external technical partners (UNICEF, MSH, WHO)
- Help liaise with donors and help to fulfill donor requirements related to procurement, including customs clearance and tax exemption
- Monitor pricing for ARVs, diagnostics and other health products, and negotiate/facilitate communications with CHAI and other suppliers to achieve the lowest prices
- Introduce and encourage adoption of high-quality, low-cost products, particularly those which are part of the CHAI supply agreements
- Travel around Indonesia especially to Tanah Papua for work purpose
- Minimum 4 years of experience in supply chain management, in health or other sectors
- Experience in designing and executing SCM systems in resource-limited settings, and a proven track record of impact/success
- Experience in working with government and demonstrated ability to favorably influence decision making processes in a diplomatic and collaborative manner
- Experience in working with multi-stakeholder, large-scale business process transformation using change management strategies and defining roles and responsibilities.
- Exposure to the logistics, distribution, warehouse management, and inventory management aspects of supply chain highly desired.
